Brief Description

There is presently no sustainable provision of safe blood to the health care system in Azerbaijan. At the start of the project number of donations reached an extremely low level, donors are mainly family/replacement or paid donors, which are known to carry a high risk for Transfusion Transmitted Infections (TTI). HIV-prevalence rates are not well established, but some data indicate a sharp rise in occurrence of HIV infection. To prevent further dissemination of these infections through blood transfusion, it is important to rehabilitate the National Blood Transfusion Service (NBTS).

Objectives

The project aims at revision of transfusion policies and improvement of the NBTS management which include:

  • Education and transfer of knowledge in blood bank management
  • Development of new product and service lines in the blood bank
  • Provision of equipment/supplies to blood banks in Baku and Ganja
  • Development of a new legal framework and Sustainability Analysis for Blood Transfusion Service
  • Promotion of modern approaches to clinical use of blood
  • Building up a panel of voluntary, non remunerated blood donors
  • Promotion of quality assurance schemes
  • Computerization of blood bank procedures

Key Achievements

Results of Project

By the end of the project the NBTS will have new product and services lines up and running. Number of collected donor blood units is projected to increase. Mechanisms for recruiting non-paid, voluntary blood donors will be established. New legislative framework has been developed in lines with the EC recommendations. Selected manual processes will be computerized and computer skills of the blood bank staff will be improved.

Impact of Project

If the project is successful the number of patients who contract HIV and other TTI due to transfusion with infected blood units, as well as patients dying due to lack of blood transfusions, will be reduced.
