Brief Description

The project aims to assist the Government of Azerbaijan improve its capacity to prepare for and effectively respond to the natural disasters that the country is prone to.

Baku, Sumgait, Ali-Bayramli, Barda, Beylagan, Lenkoran, Mingecevir, Shemaha, and Nakhcivan

Objectives

The primary objective is to prepare National Disaster Preparedness and Management Plan as well as elaborate the disaster management-related norms and regulations.

Key Achievements

Results of Project

  • Nine regional disaster management training and operational centers were established countrywide.
  • Respective feasibility studies on establishing emergency communications and warning system and disaster medicine were carried out.
  • Curricula and textbooks on the fundamentals of disaster preparedness were developed. Further efforts aimed at increasing public awareness are envisaged.
  • Feasibility study on a GIS-based computerized database of disaster management resources, risks and hazards were prepared. Two demo models have been designed.
  • A website of the State Emergency Commission has been developed.

Impact of Project

The project is contributing to the promotion of the concept of sustainable development and the Government has significantly improved its approach to dealing with disaster management-oriented policy issues. Although a fully functioning disaster management authority has not been established as yet, it is expected that a set of proposals on introducing a disaster management institution will be considered and approved by the Government soon.
