Rationale

Azerbaijan ratified the Kyoto Protocol of the UN Framework Convention on Climate Change (UNFCCC) in September 2000 and is eligible to participate in the Clean Development Mechanism (CDM) of the Protocol. CDM is a mechanism that allows developed countries to invest into developing countries and gain credit for CO2 emission reductions. In order for the country to realize its significant CDM potential, the Government needs to establish a national institutional framework for review and approval of CDM projects and start developing a pipeline of projects candidates for CDM. The major capacity constraints that impede Azerbaijan’s participation in the CDM are undeveloped Designated National Authority (DNA) responsible for evaluating and approving CDM projects, absence of the respective legal framework, the lack of knowledge and skills both within the government and private sector to effectively identify, develop, review and approve CDM projects.

Objectives

The project aims at building capacity of the Azeri public and private sector to involve in and benefit from participation in the CDM.

Activities

  • 0 Development of CDM legal framework and procedures for CDM project review and approval;
  • 1 Capacity building for DNA;
  • 2 Study to assess CDM potential and national CDM strategy;
  • 3 “Learning by doing” capacity development for CDM project proponents and preparation of Project Development Documents.

Key Achievements

  • 0 CDM Project review and approval procedures developed;
  • 1 Sustainable Development criteria for CDM projects developed;
  • 2 Technical needs of Designated National Authority assessed and met;
  • 3 11 project ideas for potential CDM projects identified and Project Idea Notes for 7 projects drafted;
  • 4 Series of trainings on CDM Project Development organized.
