Rationale |
Azerbaijan ratified the Kyoto Protocol of the UN Framework Convention on Climate Change (UNFCCC) in September 2000 and is eligible to participate in the Clean Development Mechanism (CDM) of the Protocol. CDM is a mechanism that allows developed countries to invest into developing countries and gain credit for CO2 emission reductions. In order for the country to realize its significant CDM potential, the Government needs to establish a national institutional framework for review and approval of CDM projects and start developing a pipeline of projects candidates for CDM. The major capacity constraints that impede Azerbaijan’s participation in the CDM are undeveloped Designated National Authority (DNA) responsible for evaluating and approving CDM projects, absence of the respective legal framework, the lack of knowledge and skills both within the government and private sector to effectively identify, develop, review and approve CDM projects. |
