Brief Description

The Government of Azerbaijan established a Foundation to attract Foreign Direct Investment (FDI) into the non-oil sector with a Board of Trustees comprised of representatives from the Government, the private sector and the international community. At the last Board meeting in August, 2005, it was agreed to expand the Foundation's mandate to also include export promotion and to change the name of the Foundation to the Azerbaijan Export & Investment Promotion Foundation. In the future, the Foundation will promote both trade and investment by servicing exporters and investors, stimulating exports and attracting investment, lobbying for supportive policies and building the image of the country. The project aims to support the Foundation's new export promotion activities and build the capacity of AZPROMO to discharge its export promotion function.

Objectives

  • To create employment and reduce poverty by promoting exports in tandem with foreign investment in order to support the development of the non-oil private sector and the diversification of the economy
  • To develop a stronger coalition between the public and private sector in export promotion area
  • To contribute to the achievement of MDG 8 (Global Partnership for Development) in Azerbaijan by supporting the country's further integration into the global economy
  • To create an enabling business environment to develop Azerbaijan as a regional hub and attract multinational to locate their regional headquarters in Baku

Activities

  • Contribute to the formulation of the Government's export promotion strategy for developing of the non-oil sector
  • Learn from the experience of oil producing countries in developing its non-oil sector through training and study tours
  • Provide policy advice to the Government on promoting exports by conducting a survey to reveal the obstacles including reducing red tape for business and creating incentives for business and produce a publication
  • Establish an Export Information Centre - a sustainable agency to provide consultancy services to existing and potential exporters
  • Promote Azerbaijan as a trading partner through national branding
  • Build the capacity of the staff of the Foundation to support export promotion
