CLOSED AZERI BROADCASTER APPEALS TO PRESIDENT FOR HELP

Baku, 27 November: The ANS TV channel has sent an appeal to President Ilham Aliyev and the head of the National TV and Radio Council (NTRC), Nusiravan Maharramli.
The first appeal lists, on behalf of the staff [of the broadcaster] the services of the TV company and asks the president to prevent "the death of freedom of speech".
ANS has always been the centre of attention of [former] President Heydar Aliyev, and the TV channel believes that [incumbent] Ilham Aliyev "is going precisely along the path of Heydar Aliyev". The authors of the appeal are not losing the hope that the TV channel will continue broadcasts.
After the known NTRC decision [not to extend the licence of ANS TV and Radio on 24 November], hundreds of employees of the company lost their jobs. "Not only did the decision come as a strong blow to the strengthening image of Azerbaijan in the Euro-Atlantic space," the appeal says. The appeal ended with the following phrase: "Mr President! We pin our hope on you! Do not let freedom of speech die!"
In the appeal addressed to Nusiravan Maharramli and members of the NTRC, the management of the TV channel also speaks about the major services of ANS in the cause of the establishment of TV journalism in Azerbaijan. The authors of the appeal note that the TV channel has always respected laws and inculcated citizens with respect for the law. "Possibly, we displayed maximalism and extreme emotionality somewhere and sometimes made some mistakes. However, these mistakes were not aimed at harming the state. We love our independent state more than our lives," the appeal says.
ANS assures the NTRC that it has always had "serious cooperation" with this organization, and "this simply could not have been otherwise".
ANS has participated in all events held by the NTRC. The quick and accurate implementation of the requirements of the NTRC by ANS was set as an example to others. "Therefore, we regard as a misunderstanding your statement on ANS's refusal to implement requirements and decisions of the NTRC."
"After the decision to close down ANS TV and ANS CM Radio, we once again reviewed our relations and decided to turn to you in order to eliminate the misunderstandings. Only one of the requirements of the NTRC was not implemented - to close down the radio studio in Saki. This misunderstanding arose because of gaps in legislation, as you yourself have admitted.
"We have never challenged the state, and the immediate implementation of the decision of the NTRC on the termination of ANS broadcasts on 24 November is further confirmation of our loyalty to the tradition of unconditional implementation of laws," the appeal says.
In conclusion, ANS staff "kindly ask" the NTRC to review the issue of extending the TV channel's licence. "If that happens, we promise to obey the laws even better," the authors of the appeal pledge.
Also today, a group of public figures appealed to the president. They believe that Ilham Aliyev will not allow ANS to be closed down.

AZERBAIJANI ANSWER TO OIL GLUT: BATHE IN IT

NAFTALAN, Azerbaijan: Outside this improbable spa in a remote part of the former Soviet Union, oil rigs bob on a hardscrabble plain of rocks, shrubs and rusting industrial equipment that could easily pass for a stretch of West Texas.
Inside, Ramil Mutukhov, a lanky 25- year-old, prepares to be pampered and preened, scrubbed and peeled in a bath of pure crude oil. He undresses, hangs his trousers and sweatshirt on a peg, pulls off socks and underwear and folds up a wad of brown paper towels. He will need those later.
