EU'S BARROSO PRAISES AZERBAIJAN AS KEY ALLY

BRUSSELS -(Dow Jones)- European Commission President Jose Manuel Barroso Tuesday described Azerbaijan as a key ally, a move that underlines the country's growing importance to the European Union's energy market.
Barroso and Azerbaijan President Ilham Aliyev Tuesday signed an agreement giving the E.U. easier access to the country's energy resources. In return, the commission pledged to keep providing financial support.
Azerbaijan has large unexploited stores of oil and natural gas that could help satisfy E.U. energy needs, Aliyev said. The country, which sits on the western side of the Caspian Sea, also is critical to E.U. natural gas supplies since it lies on a southern pipeline route that bypasses Russia.
Boosting non-Russia energy sources became a key priority for the E.U. last winter, when Russia shut off gas pipelines flowing into Western Europe through Ukraine, causing shortages as far away as the U.K.
Since then, the E.U. has unsuccessfully tried to negotiate a new energy deal with Russia. At the same time, the E.U. has signed agreements with countries like Norway and Azerbaijan to boost their energy supplies to the bloc.
The E.U. has provided financial support to Azerbaijan since it gained independence from the Soviet Union in 1991. Since then, the bloc has given Azerbaijan more than EUR400 million, according to the commission.

AZERBAIJANI ANSWER TO OIL GLUT: BATHE IN IT

NAFTALAN, Azerbaijan: Outside this improbable spa in a remote part of the former Soviet Union, oil rigs bob on a hardscrabble plain of rocks, shrubs and rusting industrial equipment that could easily pass for a stretch of West Texas.
Inside, Ramil Mutukhov, a lanky 25- year-old, prepares to be pampered and preened, scrubbed and peeled in a bath of pure crude oil. He undresses, hangs his trousers and sweatshirt on a peg, pulls off socks and underwear and folds up a wad of brown paper towels. He will need those later.
