FOREIGN MINISTERS OPTIMISTIC
ON GARABAGH TALKS

Azeri and Armenian foreign ministers Elmar Mammadyarov and Vardan Oskanian met in Brussels on Tuesday for another round of
talks on the long-standing conflict over Upper (Nagorno) Garabagh. The discussions at the Belgian Foreign Ministry focused on the course of negotiations and related issues to follow up on the October 6 ministerial in Moscow, when the OSCE Minsk Group mediators from the United States, Russia and France put forward "new ideas' for the conflict resolution.
The Azerbaijani minister Mammadyarov told the press prior to the meeting that the Brussels talks were a continuation of the
Prague process (phased conflict resolution). He said the parties have so far made numerous attempts to
reach rapprochement in their positions.
"I believe there are still opportunities [to settle the dispute]. However, sensitive, unresolved issues remain outstanding. But we believe it is time to iron out the differences and we are on the right path."
Armenian Foreign Minister Vardan Oskanian had said he was optimistic about the meeting. He said the talks targeted making preparations for the next meeting of the two countries' leaders.
"We will do our best to achieve this. I believe there are opportunities in this respect and we will continue discussions. If we see that are our positions are drawing closer, we will get ready for the presidents' meeting," Oskanian said.
The conflicting sides have yet to agree upon two issues - the status of Upper Garabagh and the pullout of the Armenian armed forces from the occupied territories.
Upper (Nagorno) Garabagh is an Azeri region occupied by Armenian forces since a 1994 cease-fire ended separatist hostilities that killed an estimated 30,000 people and ousted about a million out of their homes. Years of OSCE-brokered talks have brought little tangible result.

AZERBAIJANI ANSWER TO OIL GLUT: BATHE IN IT

NAFTALAN, Azerbaijan: Outside this improbable spa in a remote part of the former Soviet Union, oil rigs bob on a hardscrabble plain of rocks, shrubs and rusting industrial equipment that could easily pass for a stretch of West Texas.
Inside, Ramil Mutukhov, a lanky 25- year-old, prepares to be pampered and preened, scrubbed and peeled in a bath of pure crude oil. He undresses, hangs his trousers and sweatshirt on a peg, pulls off socks and underwear and folds up a wad of brown paper towels. He will need those later.
