AZERBAIJAN, ARMENIA NEAR FINAL TALKS ON DISPUTED REGION

BAKU, Azerbaijan (AP)--Azerbaijan and Armenia are near the final stage of talks in the long-standing efforts to resolve the status of the disputed Nagorno-Karabakh region, officials from both ex-Soviet republics said Wednesday.
One day after meeting his Armenian counterpart, Robert Kocharian, on the sidelines of a summit of ex-Soviet leaders, Azerbaijani President Ilham Aliev indicated in an interview with the state-run channel AzTV that the two nations have moved closer to resolving the dispute.
"We are nearing the final step of negotiations for resolving the Nagorno- Karabakh conflict," he said. "At the present time we are at the point where future talks depend on our steps. From this point of view, I consider the results of our last meeting on the whole to be completely normal."
He said there were several fundamental questions where the two leaders' views diverged.
"The position of Azerbaijan has not changed. Our position remains that resolving the problem should take place in the framework of Azerbaijan's territorial integrity," he said. "The United Nations resolution should be fulfilled, Azerbaijani lands should be freed from occupying forces and more than a million of our citizens should return to their native lands."
Armenian Foreign Minister Vardan Oskanian, meanwhile, said both presidents considered Tuesday's meeting to be constructive and positive.
"I think that in the course of the coming days the leadership of Armenia and Azerbaijan will analyze all details after which they will give concise instructions to the heads of the foreign ministries regarding further steps," he said.
Nagorno-Karabakh is a mountainous region in Azerbaijan that has been under the control of Armenian and ethnic-Armenian Karabakh forces since a 1994 cease-fire ended a six-year separatist war that killed about 30,000 people and drove about 1 million from their homes.
The region's final status remains unresolved, and years of talks under the auspices of international mediators have brought few visible results.

NAFTALAN, Azerbaijan: Outside this improbable spa in a remote part of the former Soviet Union, oil rigs bob on a hardscrabble plain of rocks, shrubs and rusting industrial equipment that could easily pass for a stretch of West Texas.
Inside, Ramil Mutukhov, a lanky 25- year-old, prepares to be pampered and preened, scrubbed and peeled in a bath of pure crude oil. He undresses, hangs his trousers and sweatshirt on a peg, pulls off socks and underwear and folds up a wad of brown paper towels. He will need those later.
