AZERI TV WATCHDOG JUSTIFIES DECISION TO TAKE PRIVATE COMPANY OFF AIR
An exclusive interview of the head of the National TV and Radio Council [NTRC], Nusiravan Maharramli, with APA news agency.

[Correspondent] Have ANS TV and ANS CM Radio broken rules to such an extent that it was required to take them off the air and refuse to issue licences?
[Maharramli] Since 2003, ANS TV and ANS CM Radio have received 11 notifications from the NTRC on violation of Articles 32.0.6, 35.2, 35.4, 35.5, 35.6, 35.8, 35.10, 35.5, 39.6 of the law "On TV broadcasting". The decision on suspending ANS broadcasts was passed guided by Article 22.4 of the law. This article states that if a broadcaster repeatedly violates the law and ignore warnings, its activities are stopped and frequencies are put out to tender.
The group of ANS companies has attempted to place itself above the law. On the one hand, they presented themselves as "the herald of democracy", on the other hand, they did not obey legislation.
The executive director of ANS TV, Fuad Cabbarov, and the director general of ANS CM, Ziya Macidli, attended today's sitting of the council. At the sitting, they were provided with exact proofs that they violated laws regularly.
[Correspondent] Does the law allow participation of ANS in the repeat tender?
[Maharramli] The legislation does not contain a point that regulates this issue. Even if ANS participates in the repeat tender for the frequencies, the NTRC will give preference to other bidders. The council possesses such authorities.
[Correspondent] How will you react to statements of international organizations?
[Maharramli] We work relying on the law. The international organizations cannot blame us for anything.
[Correspondent] The ANS management stated about its intention to take the council to court.
[Maharramli] They have the right to do so and can use it.
[Correspondent] Why was ANS taken off the air precisely on the eve of its 15th anniversary? Would it not be possible to wait for the conduct of the anniversary?
[Maharramli] Actually, this issue dragged on too long. It should have been solved in 2005 already when ANS CM illegally opened a bureau in Saki [northern Azerbaijan]. However, in view of the conduct of the parliamentary election [on 6 November 2006], we postponed this issue. In spite of our repeat notifications, the opposite side did not wish to stop its illegal actions. We could have also made a decision after the anniversary. However, in this case, they would nevertheless add political hue to it.
[Correspondent] When will the tender start?
[Maharramli] Next week we will announce its conditions.
[Correspondent] When will the issue of a licence of [pro-government] Lider TV be examined?
[Maharramli] Next week, we shall examine the issue of issuing licences to Lider TV, Aygun TV [local TV station in northern Zaqatala District] and Europe Plus radio station.

AZERBAIJANI ANSWER TO OIL GLUT: BATHE IN IT

Inside, Ramil Mutukhov, a lanky 25- year-old, prepares to be pampered and preened, scrubbed and peeled in a bath of pure crude oil. He undresses, hangs his trousers and sweatshirt on a peg, pulls off socks and underwear and folds up a wad of brown paper towels. He will need those later.
