Rationale

The project will assist the State Social Protection Fund to modernize its operations in line with internationally accepted Social Security and ICT standards. This will enable SSPF to conduct its responsibilities in new efficient, transparent and accountable manner, thus increasing its overall effectiveness. This project will allow the State Social Protection Fund of Azerbaijan Republic to enhance the managerial and data processing capacity, establish pension system based on individual accounts covering all territory of Azerbaijan. The Management Information System, designed under the auspices of the project, will be set up at the Central office, local and regional branches of SSPF.
The project objectives also include creation of Training and Research Center, Back-up Center.
To maintain effective shift to the new pension system, the project foresees conduction of corresponding trainings and public relation campaign.
Since performance of the developed MIS and ICT infrastructure also depends on the quality and working conditions in the branch offices of the SSPF, the project is going to fund renovation activities in local and regional branches of SSPF.

Objectives

  • Significantly increase the managerial and technological capacity of the State Social Protection Fund of Azerbaijan Republic (SSPF)
  • Improve efficiency of the social insurance and pension provision in Azerbaijan Republic
  • Maintain transparency in social insurance and pension provision systems
  • Automate major business processes and data exchange procedures
  • Set up efficient communication between the SSPF headquarters and local and regional branches
  • Establish a strong foundation for introduction of the Fully Funded pension scheme
  • Increase performance of use of ICT though improvement of ICT proficiency and skills of SSPF personnel
  • Explain population the role and objectives of new pension system through corresponding public campaign and advertisement

Activities

  • Preparation of a concept document describing the priorities, mechanisms, cost and time table of introduction of a new pension system
  • Renovation of local and regional offices of SSPF
  • Design of paper forms based on the legislation of Azerbaijan Republic and international experience
  • Design of architecture and requirements to the Management Information System
  • Design of detailed specifications of software modules to be used in MIS
  • Programming of software modules of the Management Information System
  • Establishment of archive centers in the Central Office and regional centers of SSPF
  • Establishment of the social security cards Identification Center
  • Creation of specialized units for verification, correction and input of forms being used in new social security system
  • Creation of Training and Research Center
  • Creation of Back-up Center
  • Transition to new pension system
  • Conduction of corresponding trainings and public relation campaign
  • Construction of Central Archive building of SSPF

Key Achievements
