UNDP Azerbaijan is advocating for the development of Azerbaijan based on converting the country's "black gold" (oil) into "human gold" (improved human capital). It is committed to bringing knowledge, experience and resources to help the Azerbaijani people to build a better life in partnership with the Government and international community. This collaboration has been clearly in place during the design and implementation of the State Programme on Poverty Reduction and Sustainable Development (2008-2015), a framework for the achievement by the country of the Millennium Development Goals.
