| PRESIDENT PROMISES TO ELIMINATE HURDLES FOR BUSINESS

President Ilham Aliyev has stated that all obstacles for entrepreneurial development in Azerbaijan should be eliminated. "The entrepreneurial activity in the country is still interfered with and inappropriate check-ups
conducted. This particularly holds true for executive authorities", Aliyev told a conference at the Gulustan Palace dedicated to the one-year progress of the State Program on Socio-Economic Development of Regions for 2004-2008 on Friday.
The Program is primarily aimed at ensuring balanced economic development in regions, improving the living conditions of people and conducting consistent activities for the dynamic development of the non-oil sector.

| WSIS PREPCOM-2 MEETING IN GENEVA NOTES AZERBAIJAN'S CONTRIBUTION TO WSIS PROCESS
Geneva, 17-25 February 2005 - The second meeting of the Preparatory Committee (PrepCom-2) of the Tunis phase of the World Summit on the Information Society (WSIS) started its work at the Palais des Nations in Geneva on 17 February.
In his opening statement to the first plenary session, Mr. Yoshio Utsumi, Secretary General of the International Telecommunications Union (ITU) reported on the activities after PrepCom-1. He welcomed financial and substantive contribution of several countries including Azerbaijan to WSIS process.

UNDP AND THE CENTRE OF ECONOMIC REFORMS LAUNCH REPORT ON AZERBAIJAN'S CURRENT AND POTENTIAL COMPARATIVE ADVANTAGES
Baku, 10 February 2005 - The Centre of Economic Reforms (CER) under the Ministry of Economic Development of Azerbaijan Republic and the United Nations Development Programme (UNDP) launched a report entitled 'Study of Azerbaijan's Current and Potential Comparative Advantage' prepared by the Centre of Economic Reforms within the joint project of the Ministry of Labour and Social Protection of Population and UNDP as an input into the National Employment Strategy.
Representatives of diplomatic corps and members of international financial institutions participated in the launch of the report as well as officials of the Ministry of Economic Development.

WORLD BANK SUPPORTS INTERNALLY DISPLACED PERSONS IN AZERBAIJAN

WASHINGTON, February 15, 2005- The World Bank today approved a US$11.5 million Internally Displaced Persons (IDPs) Economic Development Support Project. This project aims to improve living conditions, enhance economic opportunities and prospects for social integration for IDPs.
Azerbaijan's armed conflict with Armenia over the Upper Garabagh region, which lasted from 1992 to 1994, left over 30,000 dead and over 1 million people displaced. About 575, 000, or 15 percent of the country's population, became "internally displaced persons." Many IDPs live in conditions where infrastructure, housing and service needs are substantial.

BRIGHTER PROSPECTS FOR GOLD

Preliminary estimates for gold deposits located in the Chovdar field in Dashkesan, western Azerbaijan, have been completed. Minister of Ecology and Natural Resources Hussein Bagirov said this field contains large reserves, estimated at twice the quantity of other deposits.
"In geology, there is a special term - 'hurricane figures' - which is used for such results‚" said Bagirov.
According to the minister, investors from Israel, United States, United Kingdom and Canada are interested in the field. But the contractual arrangements to be used for exploitation of the deposit have not yet been determined.

UN INTERNATIONAL YEAR OF MICRO-CREDIT LAUNCHED IN AZERBAIJAN AT NATIONAL CONFERENCE
Baku, 2 March 2005 - The UN General assembly proclaimed 2005 as the International Year of Microcredit (IYM). In many countries, national steering committees were established to promote the Year.
Today, Azerbaijan's National Fund for Entrepreneurship Support under the Ministry of Economic Development as chair of a broadbased National Steering Committee for the International Year of Microcredit held jointly with UNDP a one-day conference entitled " Microfinance in Azerbaijan: present situation and development prospects" in Baku's Hyatt Regency Hotel.

'OBSHAK' ISSUE SPARKS PROTEST

Inmates who were involved in a riot in Prison No. 11 on the outskirts of Baku last week 'will be punished', said the head of the institution, Ogtay Hasanov. Meanwhile, an investigation is underway.
The head of the presidential administration Ramiz Mehdiyev said that the reasons of the revolt would be researched by a commission comprised of representatives of the law enforcement agencies.
More than 100 prisoners at the prison rioted on Feb. 15, demanding the dismissal of the head of the facility and direct talks with the Minister of Justice Fikret Mammadov.

AZERBAIJAN'S FIRST LADY SELECTED "WOMAN OF THE YEAR"

The results of a recent survey held by the "Lider" Women's Public Union among people of different ages and social groups in 12 regions of the country to select the "Woman of the year" were announced in a news conference on Friday. Chairwoman of the Union, MP Malahat Hasanova, said that the survey, supported by of the Association of Azerbaijani Sociologists, was conducted among 2,246 respondents with participation of internationally-acclaimed experts.
According to the results of the survey, based on the criteria of contribution to culture, socio-politics and science-education, Azerbaijan's first lady, UNESCO's goodwill ambassador, Mehriban Aliyeva, was chosen the "Woman of the year" with 74.7% of votes, Hasanova said.
The chairperson of the State Committee on Women's Issues Zahra Guliyeva won 4.1% of votes, while Ombudsman Elmira Suleymanova - 3.3%, MP Asmatkhanim Mammadova - 2.4% and MP Asya Manafova - 2.3%.*
