MOODY'S RATING ENCOURAGING FOR INVESTMENT

BAKU - Moody's Investors Service have assigned Azerbaijan a foreign and local currency issuer rating of "Bal", one notch below the investment grade, noting little government debt and rising revenues from oil exports.
As Moody's said, Azerbaijan has "excellent medium-to-long term prospects for surpluses on the current account and consolidated budget balances" based on a rapid expansion of oil production and exports.

PARLIAMENT STARTS AUTUMN SESSION IN THE RENOVATED PREMISES

On October 2, President of Azerbaijan Ilham Aliyev arrived in the Milli Majlis to attend the opening of its Autumn 2006 Session. First, the President viewed the newly repaired and reconstructed building of the Milli Majlis. He was informed that best Turkish and local designers had been involved in the reconstruction works. The building has been provided with up-to-day heating, air conditioning, ventilation and lighting systems, and audio and video equipment.

CUBA INVITES AZERBAIJAN TO APPLY FOR MEMBERSHIP IN NON ALIGNED MOVEMENT
Cuba and Azerbaijan signed two accords Friday to promote dialogue and bilateral cooperation at the same time promising to defend a peace, stability and equitable development agenda in international forums.

The Foreign Ministers Felipe Perez Roque and Elmar Mammadyarov agreed on exemptions for diplomats, officials and service visas to "contribute to developing friendly bilateral relations and facilitate the movement of citizens between the countries."
Mammadyarov, who is on his first official visit to Cuba – which he said will not be his last – also met with Legislature President Ricardo Alarcon and Foreign Investment and Economic Collaboration Minister Marta Lomas, with whom he also signed a bilateral collaboration agreement to promote "programs and projects that will reap mutual benefits."

The Organization of Islamic Conference (OIC) tourism ministers gathered in Baku on Monday for a meeting that is expected to boost cooperation and promote the development of tourism in Islamic states.
Azerbaijani President Ilham Aliyev said in his remarks that his country attaches great importance to the group and the fact that its second high-level meeting is taking place in Baku proves that.

MINES STILL GLOBALLY HOT ISSUE

People around the world are still suffering from mine explosions, as the number of victims has reached 500,000, an international group has said.
The eighth report of the International Campaign to Ban Landmines, a network of more than 1,400 NGOs working in 90 countries, found mine-related problems in 78 countries. The problems of victims have been solved only in 10 countries so far. In other countries, those affected are unable to get the needed medical aid and their social and economic problems remain unresolved, the Landmine Impact Survey said.

FIRST AZERI-LANGUAGE PAPER LAUNCHED IN LONDON

London, 16 September: Araz, the first Azerbaijani-language newspaper in Europe, has been launched in London.
The print run of the 24-page monthly is 6,000. The founders of Araz told Turan that the newspaper will cover issues related to Karabakh, the Azerbaijani diaspora in Europe, problems facing southern Azerbaijan [northwestern Iran] and the Azerbaijani Republic.
The newspaper will come out partly in English.

ANNUAL FILM FESTIVAL STARTS IN BAKU

The eighth annual East-West International Film Festival started in Baku on Monday.
Movies shot in the CIS and Baltic states as well as other countries in 2005-2006 and films that won different international contests were shown free of charge in cinemas of the capital and the Ibrus Theater during the six-day event, the Union of Cinematographers said.
Three Azerbaijani documentaries and several feature films were shown during the festival.
Cinematographers from more than 10 countries have arrived in Baku to attend the event at the Heydar Aliyev Palace. The Azerbaijani film "Good bye, southern city" directed by Oleg Safaraliyev was screened on the first day of the event.
The closing ceremony of the festival took place at the Azerbaijan Cinema on Saturday.
