MESSAGE ON THE OCCASION OF THE INAUGURATION
OF THE UNITED NATIONS HOUSE IN AZERBAIJAN

Baku, 25 October 1999

At its best, a United Nations House is the very epitome of the UN family in action. For it is a real-life illustration of the United Nations working together at the country level. It is living proof that the whole is greater than the sum of its parts. You, the UN family in Azerbaijan, are therefore already well-prepared for this move into your new home.

As our Country Team in Azerbaijan, you have been integrating your activities since the United Nations began operating in the country in 1993. You have made significant achievements on the ground. You have made progress in the area of joint programming, with all agencies agreeing to a harmonization of programme cycles for the period of 2000-2003.

The challenges facing Azerbaijan are manifold, as the country seeks to move from a state-planned to a market economy, to advance from emergency to development, and above all, to recover from the tragic conflict which has left one in seven of the population displaced. By sharing your ideas and experiences on a regular basis, you have strengthened the UN Country Team's unity of purpose in assisting Azerbaijan through this complex period of transition.

And so, on behalf of the whole United Nations, I am pleased to convey my gratitude and encouragement to all my colleagues in the United Nations Country Team in Azerbaijan. I am confident that as you move your teamwork into the United Nations House, you will bring even greater benefits for the country and people of Azerbaijan in the new century.
