This is the report on the joint project carried out by WFP Azerbaijan and Ministry of Education of Azerbaijan Republic. The objective of this exercise was to develop district level indicators of access, participation, attendance, internal efficiency and school resources, while building capacity of the district and school authorities in undertaking monitoring on an on-going basis. The results from the school census in the 10 districts are discussed in this report, 8 of which are IDP districts. All indicators are estimated for the primary school level for the academic year 2006-2007, except for attendance rate which is reported for the academic year 2005-2006. Towards capacity building, two representatives from each of 11 districts (planned) were trained on various aspects of the project from June 29 to June 30 2006. Data collection took place between September 2006 – November, 2006 and data entry was done by district officials
